The cause was ozone-depleting chemicals (mainly CFCs, or chlorofluorocarbons) used as refrigerants. All countries agreed in 1987 to phase out a group of chemicals that deplete the ozone layer. This was an agreement known as the Montreal Protocol and is considered the most successful environmental treaty in history.
